Duties
As a Program Analyst with the International and Interagency Information Sharing Branch (IIISB), responsibilities include:
- Managing projects that support information sharing with domestic and foreign government partners.
- Drafting and executing data-sharing agreements and related legal instruments in compliance with privacy, legal, and technical obligations.
- Leading information-sharing working groups to build partnerships and expand identity-sharing opportunities.
- Preparing oral presentations, written briefs, and process flows for leadership.
- Developing training materials for USCIS stakeholders and external partners.
- Overseeing knowledge management strategies, including repositories and online resources.
This federal job detail provides analysts the opportunity to strengthen USCIS’ role in interagency and international information sharing.
Requirements & Conditions of Employment
- Must be a current permanent federal employee.
- Must have supervisory approval (DHS Form 250-2).
- No pending disciplinary actions.
- Most recent performance rating must be “Achieved Expectations” or higher.
- Must be at the same grade level as the detail (no promotion).
- Not open to military members or contractors.
Qualifications
Candidates must demonstrate:
- Ability to manage multiple projects independently.
- Strong organizational, time management, and follow-through skills.
- Excellent written/oral communication and editing skills (plain language knowledge preferred).
- Experience drafting operational or legal documents (MOUs, SOPs, policy memos, etc.).
- Skill in conducting analysis, preparing reports, and developing recommendations for leadership.
- Familiarity with USCIS/DHS systems (Global, ELLIS, PCIS, CMS, CPMS, etc.).
